The UN IPBES is an independent intergovernmental organization of the international community providing assessments in the field of biodiversity and ecosystem services, established by member states in 2012. Its position is similar to IPCC. Its main function is to conduct biodiversity and ecosystem services assessments globally and produce relevant assessment reports for decision makers. It aims to help policy makers develop better policies for the conservation and sustainable use of biodiversity to enhance long-term human well-being and sustainable development.

Qin Tianbao was selected to serve on the IPBES Committee on Conflicts of Interest, which is responsible for hearing conflict of interest cases referred to the committee by IPBES and maintaining the legitimacy, integrity and credibility of IPBES and its assessment reports based on the organization's conflict of interest policy and implementation procedures.

Prof. Qin Tianbao has long been engaged in domestic and international research on environmental law and biodiversity law, and has actively participated in international governance activities on biodiversity with the support of relevant state departments. He has participated in many international negotiation activities related to biodiversity and ocean, etc. He was elected as a member and vice-chairman of the Compliance Committee of the Nagoya Protocol to the UN Convention on Biological Diversity. He was appointed by IPBES in 2015 as a reviewer for the outline of the Global Biodiversity and Ecosystem Services Assessment Report and participated as a co-author in the Asia-Pacific Regional/Sub-regional Biodiversity and Ecosystem Services Assessment Report. Prof. Tianbao Qin was elected as a member of the Committee on Conflicts of Interest of IPBES Organization, once again making an important contribution to the enhancement of China's international influence in the environmental field.
