Mr. Li is a professor, Deputy Director of RIEL, and Secretary-General of the Chinese Association of Environment and Resources Law. He graduated from Peking University Law School in 1982. From then on, Prof. Li has engaged in the research, teaching and practice of environmental law. He was awarded the title “Outstanding Person for Environmental Legal System Construction” twice by the State Environmental Protection Administration of PRC in 1997 and 2002. As a key drafter, Prof. Li participated actively in investigation and drafting of local and national environmental laws including the Detailed Rules for Prevention and Control of Water Pollution, the Amendment of the Rules for Pollution Charges ,the Measures for Administration of Discharging of Pollutants in Huaihe and Lake Tai River Valleys, the Transferring Table Management of the Hazardous Waste, the Operating Permit of the Hazardous Waste, the Import and Export Registration of Dangerous Chemicals; the Regulation of Hubei Province on Prevention and Control of Atmospheric Pollution, the Regulation of Hanjiang Basin on Prevention and Control of Atmospheric Pollution in Hubei Province, the Measures for the Implementing of the Law of the People's Republic of China on Prevention and Control of Water Pollution in Hubei Province, the Regulation of Three Gorges Reservoir on Prevention and Control of Water Pollution in Chongqing, the Environmental Protection Act in Fujian Province, The Protection Regulation of East Lake in Wuhan. In addition, as a legal expert, Prof. Li gave the demonstrations, advices and suggestions on drafting and amending national environmental laws including the Environmental Impact Assessment law , the Preventing and Controlling Sand law, the Cleaner Production Promotion law ,the Land Management law the Sea Area Use law and the law of Preventing and Controlling Geological Disasters. Prof. Li actively carried out the research activities on the Environmental policy and law including the research about the watershed management, the foreign legal system of prevention and control of atmospheric pollution, the environmental management of new chemical substances and the environmental protection industrialization, etc. The research reports of these problems have been highlighted by the government department concerned. He made important contributions to the innovation and perfection of the Environmental policy and the legal system. He has undertaken many teaching tasks of professional trainings including the on-the-job training for the national environmental legal personnel and the supervisors, and the training of implementing the Detailed Rules for Prevention and Control of Water Pollution and the Measures for Administration of Discharging of Pollutants in Huaihe and Lake Tai River Valleys. As the Perennial teaching staff, he also has undertaken the teaching tasks of the on-the-job training of the environmental legal personnel and the supervisors in Wuhan Country and the Hubei Province. As a supervisor of postgraduate, he teaches postgraduate courses including environmental law in China, the special topic of environmental legislation and so on, and guides the graduate and doctor students. He has led several scientific research projects at the national, provincial and local levels, and published dozens of articles concerning environmental law since 1998. He hosted the research on the local legislation of the atmosphere environment in Hubei Province with others which was placed second in the Science and Technology Progress Award of Hubei Province.
