CAI and International Investment Arbitration Summit & CIIAF Annual Conference 2021 were successfully held online On 26 March 2021.
The Forum is co-sponsored by the China International Economic & Trade Arbitration Commission (CIETAC) and the China Permanent Forum on International Investment Arbitration with the International Chamber of Commerce Court of Arbitration (ICC), the Stockholm Chamber of Commerce Court of Arbitration (SCC) and the Vienna International Arbitration Centre (VIAC) as international co-organisers, and Wuhan University Law School, Wuhan University Institute of International Rule of Law and Global Law Firm as organisers.
The Forum invited more than 20 speakers, including heads of international arbitration institutions, renowned scholars, lawyers and legal experts, to conduct professional discussions on hot topics and focal points. More than 6,000 participants from over 20 countries and regions watched the event online.
At the opening ceremony, Ms. Meg KINNEAR, Vice-President of the World Bank and Secretary General of the International Centre for Settlement of Investment Disputes (ICSID), and Mr. Wang Chengjie, Deputy Director and Secretary General of China International Economic and Trade Arbitration Commission (CIETAC) and Chairman of the Permanent Forum, delivered opening speeches. Prof. Shan Wenhua, Dean of the Law School of Xi'an Jiaotong University and Executive Chairman of the Permanent Forum, presided over the opening ceremony.
In the next session, Prof. Shan Wenhua and Prof. Qitong, Director of Wuhan University Overseas Investment Law Research Centre and Vice-Chairman of the Permanent Forum, released the annual report of the Permanent Forum (2019-2020), and the annual report (2020-2021). Prof. Qi then announced the winners of the Permanent Forum's first Youth Excellence Paper Competition. The Wuhan University Institute of International Law achieved excellent results in the competition, with Liu Diwan winning second prize, Liu Fangtong and Sang Yuanke winning third prize, and Huang Keer winning Merit Award.
Session I, "Comprehensive Agreement on Investment (CAI) and Latest Development of International Investment Treaties", was chaired by Prof. Qi. Prof. Han Liyu of Renmin University of China Law School, Vice-Chairman of the Permanent Forum; Prof. Chen Huiping, Director of Institute of International Economic Law, Xiamen University and Vice-Chairman of the Permanent Forum; Prof. Cai Congyan of School of Law, Fudan University; Ms. Su Chang, Senior Lawyer, King & Wood Mallesons; Prof. Julien CHAISSE of School of Law, City University of Hong Kong; Prof. LI Yuwen, Director of Centre for Chinese Law Studies, Erasmus University Rotterdam, the Netherlands, participated in the discussion and delivered the excellent speeches.
Session II, "New Progress in Investor-State Dispute Settlement (ISDS) Reform", was moderated by Mr. Zhang Xin, Partner of Global Law Firm and Vice-Chairman of the Permanent Forum. Prof. Zhang Yuejiao, Director of the Institute of International Dispute Resolution of Tsinghua University and Chairman of the Advisory Committee of the Permanent Forum, Mr. Alexis MOURRE, President of the Arbitration Institute of the International Chamber of Commerce, Mr. Jakob RAGNWALDH, Vice-President of the Arbitration Institute of the Stockholm Chamber of Commerce and Partner of Mannheimer Swartling, Dr. Claudia ANNACKER, Director of the Vienna International Arbitration Centre and Partner of Dechert Law Firm. Dr. Claudia ANNACKER, Partner of Dechert Law Firm, Mr. Sun Huawei, Partner of Zhonglun Law Firm and Vice Chairman of the Permanent Forum, Mr. Ren Qing, Partner of Global Law Firm and Deputy Secretary General of the Permanent Forum, participated in the discussion.
Session III, "Investment Arbitration and Amendment of China Arbitration Law", was chaired by Prof. Xiao Yongping, Director of the Wuhan University Institute of International Law and Advisor to the Permanent Forum. Dr. Wang Xuehua, Chief Partner of Beijing Huanzhong Law Firm and Vice-Chairman of the Permanent Forum; Dr. Wang Wenying, Secretary General of the Hong Kong Centre for Trade Arbitration; Dr. Jiang Lili, Vice President and Secretary General of the Arbitration Institute of China University of Political Science and Law; Dr. Lin Zhong, Partner of Yingming Law Firm and Vice-Chairman of the Permanent Forum; Mr. Qin Dezhi, Head of Regional Legal Affairs Department of Huawei Technologies; Mr. Zhang Sheng, Associate Professor of the Law School of Xi'an Jiaotong University and Executive Secretary of the Permanent Forum, participated in the discussion.
Mr Wang Chengjie, Deputy Director and Secretary General of CIETAC, made concluding remarks in the closing session. The forum came to an end with a lively discussion.
