Prof. Huang Zhixiong was invited to delivere a keynote speech at the online seminar "Digital Technology and Humanitarian Action in Armed Conflict"

Prof. Huang Zhixiong was invited to participate in an online seminar on "Digital Technologies and Humanitarian Action in Armed Conflict" organized by The International Committee of the Red Cross (ICRC) and the International Review of the Red Cross (IRRC), and delivered a keynote speech on the application of the principle of distinction in cyber armed conflict On 18 March.

                                             

This seminar is the first global seminar organized by the ICRC and the IRRS on issues of international humanitarian law, policy and action this year. Helen Durham, Director of the ICRC's International Law and Policy Department, and Bruno Demeyere, Editor-in-Chief of the IRRC, were the co-moderators of the conference. Peter Maurer, President of the ICRC, delivered a speech. In the presentation, Prof. Huang focused on the complex challenges faced by the principle of distinction when applied to cyber operations in the context of armed conflict, and suggested that existing rules should be interpreted using a dynamic and evolutionary approach.

The International Review of the Red Cross is an SSCI journal published by Cambridge University Press in the UK, with a strong international presence in the field of international humanitarian law and policy. The paper "The application of the principle of distinction in the cyber context: A Chinese perspective", co-authored by Prof. Huang and his PhD student Miss Ying Yaohui, was accepted for publication by the IRRC.
