WHU Ranks First in the Number of International Cooperation Papers

In recent years, the issue of foreign-related rule of law has been gradually raised to the institutional level, and on November 16-17, 2020, "Xi Jinping Thought on the Rule of Law" was clearly put forward. At the meeting, President Xi Jinping emphasized the need to coordinate the promotion of domestic rule of law and foreign-related rule of law.

The concept of "foreign-related rule of law" first appeared in the Fourth Plenary Session of the 19th Central Committee of the CPC. On October 31, 2019, decision of the Central Committee of the Communist Party of China on Major Issues Concerning Upholding and Improving Socialism with Chinese Characteristics and Modernizing the State Governance System and Capacity, which was deliberated and adopted at the Fourth Plenary Session of the 19th Central Committee of the CPC. The Decision stipulates that we should "strengthen the work on foreign-related rule of law." This shows that "foreign-related rule of law" is not only a policy, but also closely integrated with specific work.

Since 2011, the Ministry of Education, together with the political and judiciary commission under the central committee of the communist party of China, has been conducting a pilot program for the training of legal excellence. Wuhan University, China University of Political Science and Law, Fudan University, Shandong University and other 22 universities were approved as training bases for foreign-related legal talents. The implementation period of the training program is 10 years, and the program is implemented in phases. Since 2018, the two departments have also jointly launched the Excellence in Rule of Law Talent Education and Training Program 2.0 to guide universities to build a new landscape for training foreign-related legal talents actively.

Recently, the CUPL Scientometrics and Evaluation Center for Rule of Law (SECRL) used the InCites database to analyze the construction of the first batch of education and training bases for foreign-related legal talents in China from the perspective of international cooperation papers. The Center limits the papers to those completed in collaboration between scholars from China and other countries, and searches the InCites database for disciplinary categories containing "LAW"; the Center limited the countries or regions of collaboration to two or more countries including "China", and the papers were published between 2011 and 2020, with no language restrictions.

According to the statistics of the center, Wuhan University ranked the first among 21 universities in terms of the number of articles issued. In the table, in view of the frequency of citations, Peking University, Wuhan University, Shanghai Jiao Tong University, and Tsinghua University are all cited more than 100 times and ranked 1, 4, 6, and 8 respectively among 511 related research institutions in the world.

The center further revealed the situation of SCI issuance in 21 bases from the perspective of impact factor of papers and so on. As shown in the table, Wuhan University, Peking University, Fudan University, Nanjing University and Shandong University are among the top in terms of cited frequency. In addition, Wuhan University, Fudan University, China Foreign Affairs Institute, Jilin University, Peking University, Zhongnan University of Economics and Law, China University of Political Science and Law, University of International Business and Economics, Tsinghua University, Xiamen University, Zhejiang University and other 16 universities have the citation percentage of their papers not less than 50%.

In recent years, the Wuhan University Law School and the Institute of International Law, which bear the burden of cultivating foreign-related legal talents, have been constantly exploring suitable teaching models. The statistics fully reflect the achievements of Wuhan University Law School and the Institute of International Law in cultivating advanced foreign-related legal talents. The cultivation of foreign-related legal talents is an important foundation for strengthening the construction of foreign-related rule of law. Only by continuously strengthening the cultivation of foreign-related legal talents can we adapt to the needs of China's foreign-related rule of law construction in the new era.
