On December 20-22, 2019, the 1st "Forum on the International Rule of Law in Cyberspace " and the 1st " Training Course for Young Students of International Law for Cyberspace ", jointly sponsored by Wuhan University Law School, Wuhan University Research Institute of Network Governance, Wuhan University Research Institute of International Law and the special committee of cyberspace international law of China International Law Society, were respectively held in our school. More than 70 experts, scholars and young students from Cyberspace Administration of China, the office of network affairs of the Ministry of Foreign Affairs, the Supreme People's court, China Academy of Information and Communications, Tsinghua University, Fudan University, Nanjing University, Zhejiang University, Wuhan University and other universities and scientific research institutions attended the forum. The purpose of the forum and training course was to promote the research of international law in cyberspace, to provide suggestions about accelerating the pace of rule-making in cyberspace of China, and to strengthen the training of high-end professional talents.

At the opening ceremony on December 20, Yue Ping, the director of the office of network affairs of the Ministry of Foreign Affairs, Wang Chengyin, the deputy director of Cyberspace Administration of China, Yang Shuai, the staff officer of the International Cooperation Office of the Central Military Commission delivered speeches successively. Yue Ping said that China had a weak voice in the field of international law for cyberspace. The forum focused on the normal cases in international law and promoted exchanges between the academic research and online diplomacy, which helped the academic community to further understand China's online foreign policy, so as to jointly promote the formulation of international rules in cyberspace.

Wang Chengyin said that China had actively participated in the international governance of cyberspace and made huge progress in recent years. She indicated the research direction and expressed her thanks for the contribution that Wuhan University Cyberspace International Governance Research Base had made to the construction of China's cyberspace international rule system, and affirmed the positive measures in talent training.

Yang Shuai pointed out that the militarization of cyberspace seriously affected the cyberspace security. It was urgent to make the international rules. He said the forum would greatly promote the research of international law for cyberspace in China. He also called on scholars to pay attention to the study of the rules of international law in the field of cyber military, so as to accumulate strength for military construction.

Li Xiaokun, the vice director of the Academy of Humanities and Social Sciences, and Zhang Hui, the vice director of the Research Institute of International Law respectively introduced the foundation and social influence of our university in the field of international law for cyberspace. They said that we would continue to support the research on the issues of international law for cyberspace, so as to promote the exchanges between the academia and practice.

Director Yue Ping and professor Huang Zhixiong respectively made presentation on "the situation of cyberspace and the trend of international rules game" and "ten issues worthy of attention in the field of international law for cyberspace". Experts and scholars discussed on the latest situation of international law for cyberspace, national sovereignty and national position of international law for cyberspace, etc.

On December 21-22, the first "training course for young students of international law for cyberspace" was successfully held in our university. Guo Feng, the deputy director of Internet Governance Research Center of China Academy of Information and Communication, Zhang Peng, the deputy director of Department of Law and Regulation of the Ministry of Foreign Affairs, He Zhipeng, the dean of Jilin University Law School, professor Huang Zhixiong, and Li Yanfen, the deputy director of Network Security Institute of China Academy of Modern International Relations lectured on the new situation of international rules game and advanced legal issues.

Wuhan University was one of the earliest universities in China to carry out research on Internet law and Internet governance, especially in the field of international law for cyberspace. It has made some pioneering and leading explorations and provided academic support for policy-making and diplomatic practice of China. In July 2018, Wuhan University Law School and the Research Institute of Network Governance were successfully selected as "cyberspace international governance research bases" by the Cyberspace Administration of China and the Ministry of the Education of the People’s Republic of China.
