“Fighting the Epidemic, Law School in Action” Joining Together as One , Uniting the Power of Law

Since the virus struck, Wuhan University School of Law has been implementing the decisions made by the CPC Central Committeethe State Council and Wuhan University. All teachers bore the fundamental responsibility of university in mind, gave full play to the professional advantages, and put forward a number of constructive countermeasures and suggestions. This ensured that epidemic prevention and control is conducted in compliance with the law.

Prof. Qin Qianhong’s “Several Recommendations on the Good Use of the Rule of Law to Prevent and Control the Epidemic”, “Reflections and Several Recommendations on Public Opinion Response to Li Wenliang Events”, and “Several Recommendations for The Comprehensive Promotion of Epidemic Prevention and Control on the Track of the Rule of Law” provide important references for Hubei Province and Wuhan Government to carry out epidemic prevention and control work within the framework of the rule of law. Prof. Mo Hongxian’s “The key issues of strictly and timely combating of epidemic-related crimes in accordance with the law” were adopted by China Law Society and reported to the Supreme People’s Court, the Supreme People’s Procuratorate, the Ministry of Public Security and other relevant departments. Professor Qin Tianbao was commissioned by China Law Society to lead the drafting of recommendations on combating the indiscriminate consumption of wild animals and illegal wildlife trade, and submitted them to the relevant departments. Professor Zhu Jie accepted the research mission on the issue of Fangcang Shelter Hospital, entered the Hongshan Stadium Fangcang Shelter Hospital to carry out research. At the same time, other teachers actively voiced in mainstream media, Prof. He Ronggong’s “Fighting epidemic in accordance with the law, determined to move forward “, Prof. Sun Jin’s “The perfection of the administrative order system in the Law on the Prevention and Control of Infectious Diseases”, Prof. Chen Haisong’s “The revision of Animal Epidemic Prevention Law in China from the Perspective of Public Health” and Prof. Zhang Hong’s “Promoting epidemic prevention and control on the track of the rule of law” discussed the rule of law in fighting epidemic.

International Law Institute of Wuhan University(China Top Think Tank) set up scientific research teams, held forward-looking and countermeasure research on the themes of dealing with the international legal risks of the epidemic prevention and control, the Sino-US economic and trade agreement, and the impact of the epidemic on China’s crisis management system, and submitted 15 consultation reports to the central departments such as the Ministry of Education, the National Health Commission, the General Office of Central Committee, the Ministry of Foreign Affairs, the National People’s Congress and the National People’s Congress through various channels. As of February 26, five reports have received positive feedback from the central government, of which Prof. Xiao Yongping and Prof. Liu Wei submitted a legal proposal on new crown virus has received high attention from the central leadership.

Prof. Zhang Wanhong, Executive Dean of the Institute of Human Rights of Wuhan University and Director of the Center for Legal Studies for Public Interest and Development, has focused on vulnerable groups: they coordinated the translation and promptly released the Guidance note on disability and emergency risk management for health, called on the community to pay attention to the disabled in emergency situations, set up a “Wuhan Sign Language Support” network with domestic and foreign experts, join the “Combat epidemic disability volunteer network”. They gave more attention and support to vulnerable groups.
