Preface
The year 2019 marks the 40th anniversary of the Resumption of Legal Education and 111th Anniversary of the Establishment of the Discipline of Law in Wuhan University . In order to commemorate the glorious course and realize the Centennial dream of creating a world-class law school, our school has launched a one-year “Commemorative Academic Activities for the 40th Anniversary of the Resumption of Legal Education in Wuhan University”. The School held 39 academic seminars, symposiums, forums and other academic conferences, and invited Chinese and foreign law experts, young talents of law, and legal practitioners to give more than 90 lectures, showed the academic spirit of “leading the trend of law and promoting theoretical innovation”.
Next, we will review the academic activities of Wuhan University Law School in the past year.

March
·On March 8, the forum on “The First Lecture of the New Jurisprudence Thinking and the Luojia Forum on Human Rights and Public Interest Law” was held. The theme topic is “Due process: unification or multi-track?” He Yaoming, Dean of the Law Faculty of the University of Hong Kong, was invited as the keynote speaker.
·On March 13, “Theoretical Research on Inner-party Laws and Regulations for Young and Middle Aged Scholars in Shanghai and Wuhan” theme seminar was held.
·On March 15, a symposium on the falsification of environmental monitoring data was held.
·On March 23, the “First Information Crime Prevention and Control Forum - Cyber-Defense Of a Smart Society” Forum was held.
·On March 31, the Hubei Law Society held the founding conference of the Institute of Marriage and Family Law and the academic forum of "Chinese Civil Code · Marriage and Family Compilation" to discuss the systematization of marriage and family in the Chinese Civil Code.
·On March 31, “Symposium on the 130th anniversary of the birth of Mr. Zhou Gengsheng” was held, with the theme of "The Mission of the Chinese International Jurist in the New Era", attended by more than 100 experts and scholars from the international law community, including Mr. Zhou's family representative, Wan Exiang, vice chairman of the Standing Committee of the National People's Congress, Gan Zangchun, vice president of the Supreme People's Court, and more than 100 experts and scholars from the international law community.
April
·On April 19, the signing ceremony of strategic cooperation agreement between Environmental Law Institute of Wuhan University and Guizhou lawyers association was held.
May
·On May 11, the Symposium on “Dialogue between Constitutional Law and Economic Law: The Contemporary Mission of Economic Constitution” and the Forum of 30 members of China's Economic Law (the 11th issue) was held. More than 100 experts and scholars attended the conference.
·On May 12, the Sixth National Taiwan Doctoral Forum was held with the theme of “Theory and Practice of Promoting the Peaceful Reunification of the Motherland in the New Era”.
·On May 15, the Inauguration Ceremony of the Judicial Case Research Center of Wuhan University and the opening session of the Supreme People's court's major project “Research on uniform standards of law application under the background of judicial responsibility system” was held.
·On May 29, the event “Remembrance of the 10th Anniversary of Mr. Han Depei's Death” was held under the auspices of Prof. Huang Jin, President of the Chinese Society of International Law, and a ceremony was held in front of the bronze statue of Mr. Han by representatives of faculty and students of the Law School and some colleagues in the legal profession.
·On May 30, a strategic cooperation agreement was signed with Beijing Ledict Technology Co., Ltd. and other enterprises in the field of legal artificial intelligence.
June
·On June 1, we jointly organized the “First High-end Forum on the Rule of Law of Ecological Civilization” with Hainan University Law School, with the theme of “Research on the Rule of Law in National Parks”.
·On June 19, the opening ceremony of Wuhan University’s Great Health And Legal Research Center was held and the signing ceremony of the special cooperation agreement between Wuhan University and Taikang Insurance Group on legal and policy research was held.
· On June 22, the “First National Forum of Party Regulations for Young Scholars” was held.
·On June 23, a workshop on "Intelligent Management System Architecture and Technology Realization Path for Class Referee" was held.
·On June 25, a seminar on "Building the Rule of Law in Party Committees and Government Organs" was held.
August
·From August 6 to 9, “The 7th Tianshan Law Forum” was held with the theme of “Academic Seminar on Legal Guarantee and Inner-party Regulations in the Construction of the Silk Road Economic Belt”. More than 100 scholars from both inside and outside Xinjiang participated in the forum.
·On August 30, the “China Practice of the International Rule of Law Seminar” was held, in which 10 experts from five universities in China discussed on China’s international rule of law practice, Sino-US trade war and other issues.
September
·On September 19, a seminar was held on “General Secretary Xi Jinping’s important discourse on Governing the Party by System and Ruling the Party According to Regulations”.
·On September 21, “The 5th National Forum for Ph.D. Students in Environmental Law” was held on the theme of “Regulation Change: Responses and Prospects of Environmental Law”, which was attended by nearly 100 doctoral supervisors and postgraduates from dozens of domestic and foreign institutions, including the University of Munich in Germany and Osaka University in Japan.
·On September 28, a seminar on “The Innovation and Development of Chinese Law in the New Era” was held, attended by the Chief editors and editors of major legal periodicals, such as the Global Law Review and Contemporary law, as well as representatives of teachers and students inside and outside.

·On October 22, the first issue of “Lykeion Jurisprudence Lyceum” and the second session of Luojia Jurisprudence Forum with the theme of “A Personal Record of Overseas Law Graduate Education and on the Successful Learning of Law Master and Doctoral students ”were held.
·On October 22, “The 22nd International Symposium on Ecological Civilization and Global Environmental Governance” and “2019 Annual Meeting of International Environmental Law Professional Committee of Environmental and Resource Law Research Association of China Law Society” were held, attended by more than 60 Chinese and foreign experts and scholars from domestic and foreign universities and the Ministry of Foreign Affairs.
November
·On November 4, the second “China Network Rule of Law Forum" was held. Officials, experts and scholars from government departments such as the Supreme People’s Procuratorate Technology Information Center, universities, scientific research institutions, and enterprises were invited to attend the forum to discuss the future development of cyberspace governance in the era of artificial intelligence.
·On November 9, the third “Youth Forum on Constitutional Studies of China” was held on the theme of “Constitutional Procedure Law”, which attracted nearly 150 experts and scholars from universities and research institutions in China.
·On November 14, a round-table discussion on “EU Trade Policy and Sino-EU Economic and Trade Relations in the Reform of the Global System” was held, with the guests including officials from the Trade Relief Department of the Council of Europe, the EU Delegation in China, the Trade Relief Bureau of the Ministry of Commerce of China and other institutions, as well as experts and scholars from universities, and held a positive and in-depth discussion on Sino-EU trade relations.
·On November 15, a forum was held on the “Four-person Trip across the Taiwan Straits” to invite Zhong Bingzheng, Professor of the School of Law of “Taiwen Chengchi University”, Lin Jiahe, Associate Professor of law department of Taiwan University of Political Science, Wang Quanxing, Professor of the Law School of Shanghai University of Finance and Economics, and Lin Jia, Professor of the Law School of People's University of China to hold academic discussions on “The Protection of the Rights and Interests of the Elderly in the Context of Aging”.
·On November 23, the third “Insolvency Law Forum” was held, the theme of which was “Improving the bankruptcy legal system and optimizing the business environment”, attended by nearly 300 scholars, judges and lawyers from the field of bankruptcy law theory and practice, and discussed the bankruptcy law system.
·On November 30, The Second East Lake Forum on the construction of Inner-Party Laws and Regulations Research Institutions and the seminar on “Theoretical Innovation of National Governance and Inner-Party Laws and Regulations” was held.
December
·On December 6, “The National Top Class Think Tank Doctoral Forum of the Institute of International Law of Wuhan University” was held.
·On December 7, a report on the progress of “The Study on the Protection of Intellectual Property Rights and Technology Transfer in Zhuhai High-tech Enterprises under the Background of Sino-US Trade Friction” was held.
·On December 8, an international seminar on “International Human Rights Mechanisms from a Cross-Cultural Perspective” was held, attended by Meng Lijun, Vice President and Secretary-General of the China Human Rights Development Foundation, and more than 70 experts and young scholars in the field of international human rights from nearly 20 universities in China, as well as from more than 10 countries such as the Netherlands and the United Kingdom.
·On December 14th, a seminar on “High-level Forum on China’s International Economic Law — Changing International Economic and Trade Rules and China’s Response” was held, more than 100 delegates from state functional departments, universities and well-known law firms were invited to attend.
·On December 15, the seminar on the “Current Situation of WTO Law Teaching and the Direction of Successive Research” and the annual meeting of the International Law Research Association of Hubei law society were held. Prof. Xiao Yongping, President of the International Law Research Association of Hubei law society, delivered speeches. The conference reported and discussed issues such as “international legal basis for China’s trade countermeasures”.
·On December 19, Prof. Yoshi Morita, Section Chief of the Law Research Department of Kokushikan University, visited our college and held a symposium.
·From 20 to 22 December, “The First Forum on International Rule of Law in Cyberspace” and “The Training Course for Young Students in Cyberspace International Law” were held.
Looking back on the academic conferences held in this year, there are many words and communications impressed us. In the 130th anniversary symposium of Mr. Zhou's birth, Wan Yixiang set a high value on Mr. Zhou's construction of a theoretical system of international law with Chinese characteristics. “The Seminar on China’s Practice of International Rule of Law” was reported by CCTV News, and selected into the top 10 news of legal education in 2019 released by Legal Daily. At the Symposium on “Dialogue between Constitutional Law and Economic Law: The Contemporary Mission of Economic Constitution”, Prof. Han Dayuan, President of the Constitutional Law Research Association of China law society, and Prof. Zhang Shouwen, President of the Economic Law Research Association of China law society, had a brilliant dialogue. At the “Seminar on Legal Journals and the Innovation and Development of China’s Law in the New Era”, the editors of major law journals and newspapers all over the country talked about the experience of running the journals. The second “China Network Rule of Law Forum” deeply discusses the future development of cyberspace governance in the era of artificial intelligence. All these activities embodies the open and inclusive academic style and the academic spirit of pursuing truth
Creating “Luojia School” Academic Brand
In order to celebrate the 40th anniversary of Wuhan University’s resumption of legal education, research centers, teaching and research offices fully rely on the school platform and resources, invited well-known scholars and practitioners to hold a large number of lectures, to create “Luojia School” academic brand, to create a good atmosphere for academic exchanges.
The Institute of international law of Wuhan University held a total of 25 sessions of “2019 WHU International Law Forum” this year. Zhang Guobin, former Chinese Consul General in Strasbourg, France, Brianne McGonigle leyh, Associate Professor of Law School of Utrecht University, Arthur M. Dula, Professor of law center of Houston University, Daniel drache, Honorary Professor of political science, York University, Canada, and Kim Hyun Soo, Professor of Inha University, Korea, and other scholars and experts at home and abroad were invited to give a lecture. The lecture topics include “On the Classic Judgment of the International Court of Justice: The East Greenland Case”, “Great Power Diplomacy and Foreign-Related Etiquette in the Belt and Road View”, “Legal Weapons in Economic War: Recent U.S. Sanctions against French Companies”, etc.
The Institute of Environmental Law of Wuhan University this year held a total of 13 issues of “Luojia Environmental Law Forum”, invited Zhou Wei, vice president of the Environmental Resources Law Research Institute of the China Law Society, Professor Yu Wenxuan, director of the Institute of Environmental Resources Law of China University of Political Science and Law, Xiao Guoxing, professor of the School of Economic law of East China University of Political Science and Law, Chen Liang, Dean of the School of Artificial Intelligence Law, Southwest University of Political Science and Law, etc. The topics include “Green Justice in the Context of Ecological Civilization”, “Love and Sorrow in Environmental Law Studies”, “The Legal Dimension of Energy Market and Energy Regulation”, “The Concept Adaptation and Institutional Response of Environmental Law in the Age of Artificial Intelligence” and so on.
Department of constitution and administrative law of Wuhan University held 3 issues of “Youth Public Law Academic Workshop” this year. Wuhan University National Research Center for Constitutional and Rule of Law, in cooperation with Beijing Weibo Law Firm, established a new “Weibo Law Lecture Hall” and held 13 professional lectures in various fields of law, successfully invited Professor Ma Changshan, Vice President of Jurisprudence Research Association of China Law Society, Professor Ji Weidong of Kaiyuan Law School of Shanghai Jiaotong University, Professor Gao Shengping, Vice Dean of the Law School of People’s University of China, and other well-known jurists and practical experts. The topics of the lectures include “The Possibility and Limit of Intelligent Justice”, “Law and Social Governance in the Era of Artificial Intelligence and Network”. The Institution of Cross-Strait and Hong Kong-Macau Law invited Zhou Zhihuai, vice president of the Law Research Institute on Cross-Strait Relations, to hold a lecture on “The Taiwan Straits Change: Risks and Responses” to discuss cross-strait issues.
Wuhan University Civil and Commercial Law Science Research Center, focusing on the codification of the Civil Code, held 6 lectures by the academic platform s of the “Jinwei Forum of Civil and Commercial Law” and “Youth Private Law Academic Workshop”, invited Professor Xia Yinlan, distinguished professor of Qian Duansheng’s lecture at China University of political science and law, Professor Gao Shengping, vice president of the law school of People’s University of China, and Professor Fang Xinjun, Dean of Wang Jian School of law, Suzhou University. The topics include “Review and Reflection on the Marriage and Family Of civil Code”, “Three-man Discussion on the Legislation of the Civil Code’s Real Right”, “The Integration of the Law of Tort Liability”, etc.
Wuhan University Criminal Law Research Center held 2 criminal law youth forum and 12 lectures this year, invited Dennis J. Baker, Professor of Law School of Desmond Ford University, Professor Yang Shilong of Taiwan Zhongzheng University, and HOSHI Shuichiro, Dean of Law School of Tokyo Metropolitan University, and other well-known criminal law scholars and experts. The topics include “The Disposition of Drug Crime-Related Property: Comparison and Reference between China and the UK”, “International Control and Controversy of New Psychoactive Substances”. Besides, Prof, HOSHI Shuichiro was employed as a part-time professor in our college.
The Institute of Economic Law of Wuhan University held the 98th Changjiang Forum on “Several Frontier Issues in Economic Law Theory”, Professor Zhang Shouwen of Peking University Law School was invited as the keynote speaker. Bryan D. Flannery, Law School 2006 Undergraduate Alumni, was also invited to give a lecture on “Practice of Lawyers in Cross-Border Financing and Capital Markets”. The Institute of Intellectual Property and Competition Law of Wuhan University invited Mr. Wu Handong, Honorary President of the Intellectual Property Law Research Institute of the China Law Society, to discuss the strategy of intellectual property creation, application and protection strategy in China under the title of “Intellectual Property Protection in the International Trade System”.
The Litigation Law Department of Wuhan University invited Lu Yingjie, a professor at the Faculty of Law of “National Chung Cheng University”, to bring an academic lecture on the theme of “The Development of Hearsay Law in the Criminal Procedure Law in Taiwan” and Cai Zhenrong, a professor of Xuanzang University in Taiwan to give a lecture on the theme “Theory and Practice of Administrative Law in Taiwan”.
Keeping Original Aspiration and continuing the glory
On November 24, the 40th anniversary of the resumption of legal education and 111th anniversary of the establishment of the discipline of law in Wuhan University was held. President Dou encouraged the law school carry forward the spirit of school discipline and continue the glory of “Luojia School”.
“The 40th Anniversary of the Resumption of Legal Education in Wuhan University” is a new starting point. Wuhan University School of Law will remain true to its original aspiration and keep its mission firmly in mind for creating a world-class Law School.
