Professors from Law School participated in the 62nd Annual Session of the Asian-African Legal Consultative Organization (AALCO).

From September 8th to 13th, the 62nd Annual Session of the Asian-African Legal Consultative Organization (AALCO) was held in Bangkok, Thailand. Huang Zhixiong, Vice Dean of the Law School, Dean of the Institute of Cyberspace Governance, and Professor of the Institute of International Law, was invited to attend the meeting as the Special Rapporteur of the Working Group on International Law in Cyberspace of the organization. Huang Jiefang, Professor of the Institute of International Law, participated in the meeting as an observer on behalf of the Asian Academy of International Law.

At the Working Group meeting on International Law in Cyberspace held on the morning of September 13th, Huang Zhixiong delivered a keynote speech on the draft report he submitted before the meeting, titled "Recent Developments in the Field of International Law in Cyberspace." This draft report comprises five parts and two annexes: The first part outlines the activities of AALCO surrounding the topic of "International Law in Cyberspace"; the second part introduces the drafting process and main content of the "Declaration of Principles of International Law Applicable to Cyberspace of the Asian-African Legal Consultative Organization" and its explanatory notes; the third part elaborates on the progress made by various multilateral forums in the field of international law in cyberspace; the fourth part analyzes the overall situation of countries actively expressing their views on international law in cyberspace through position statements in recent years; the fifth part puts forward five suggestions to AALCO and its member states in terms of increasing participation and capacity-building in the field of international law in cyberspace; the two annexes are respectively the "Declaration of Principles of International Law Applicable to Cyberspace of the Asian-African Legal Consultative Organization" and its explanatory notes, which Huang Zhixiong has led the drafting of since 2019 and undergone several revisions. The draft report received high praise and recognition from AALCO Secretary-General Kamalinne Pinitpuvadol and others, who believed that the report laid a solid foundation for the Working Group meeting.

Huang Jiefang delivered a speech on outer space law, pointing out that AALCO, as one of the outcomes of the 1955 Bandung Conference, should be the most suitable international legal organization to defend the interests of developing countries within the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS), and to uphold the common interests of all mankind in outer space.

AALCO was established in 1956 based on the decision of the Bandung Conference and is the only intergovernmental international organization for the exchange and cooperation of international law in Asia and Africa. The organization established the Working Group on International Law in Cyberspace in 2015, which is currently the only formal working group of the organization. The current meeting of the Working Group on International Law in Cyberspace of AALCO is the sixth meeting held by the working group following the previous ones in 2016 (New Delhi, India), 2017 (Nairobi, Kenya), 2018 (Tokyo, Japan), 2019 (Hangzhou, China), and 2023 (Bali, Indonesia). Upon the recommendation of the Chinese government, Huang Zhixiong was elected as the Special Rapporteur at the first meeting of the working group in May 2016.
