On December 2 to 4, 2019, professor Huang Zhixiong went to the United Nations headquarters in New York and the Chatham House to participate in the activities of international law on cyberspace.
On December 2 to 3, professor Huang Zhixiong attended the informal consultation held by the OEWG at UN headquarters in New York. OEWG was established by the United Nations in December 2018. It was one of the core mechanisms for the negotiation of international rules on cyberspace within the framework of the United Nations. The informal consultation was initiated by Jürg Lauber, the chairman of the working group and the representative of Switzerland to the United Nations. Hundreds of representatives from governments, enterprises and educational circles attended the meeting. During the consultation on December 2, professor Huang Zhixiong voiced his opinions on the security concerns caused by network infrastructure in recent years. He also made comments on the assumption of strengthening the protection of international law on network infrastructure. During the consultation on December 3, Professor Huang Zhixiong made a speech related to the discussions of the working group on international law in cyberspace of AALCO, which met with widespread approval.
On December 4, at the invitation of Chatham House, professor Huang Zhixiong attended the research report conference, The Application of International Law to State Cyberattacks: Sovereignty and Non-intervention. The report was written by Harriet Moynihan, a researcher of Chatham House. On this June 3, professor Huang Zhixiong was invited to participate in the small-scale consultation on international law issues related to the report. At the conference, professor Huang Zhixiong elaborated his opinions on the application of sovereignty and non-interference principle in cyberspace, which aroused a strong reaction.
